The City of Indianapolis' Department of Metropolitan Development has been working on a periodic update to the Comprehensive Plan's Land Use Map and Pattern Book to fine tune any changes since the original 2018/2019 plan was adopted. The most important change is the integration of excluded areas (referred to as Specific Areas) that were less than ten years old at the time of the last update.

During the months of June and July of 2025, DMD held ten public meetings to solicit feedback. That feedback was analyzed and used to create a new and fully integrated land use map, and an updated Pattern Book, that acts as the map's guidelines.

Highlights of the Update

• Integration of Specific Area Plans (neighborhood plans) within the Land Use Map
• Language and format updates for ease of use of the Pattern Book
• Creation of additional typologies to address development trends

The drafts will be made available to the public starting January 12th. We will be having a series of four open houses throughout the community to coincide with the public comment period that starts on January 12th and runs through February 4th. These meetings will allow you the opportunity to see the first draft of the updated land use map in-person and provide feedback. A link for online public comment will be provided via DMD's social media and other communication outlets starting January 12th.
