Zoning issues at BRVA February meeting

There were around 20 in attendance at the February 25, 2025, public meeting of the Broad Ripple Village Association [BRVA] Land Use and Development committee that was held in the basement of Northminster Presbyterian Church, 1660 Kessler Boulevard.
There were four items on the agenda, in bold below. Surprisingly, these 4 relatively simple agenda items ended up requiring a nearly 90 minute meeting.
6220 Guilford Avenue (Versa Project) - Michael Thottichira from Milhaus will provide an update on the public art component of the Versa project. This presentation was previously shared with the Public Art for Neighborhoods committee. The public art installation is a required element for project funding.
This presentation was an update on the art murals scheduled for the Versa project, 6220 Guilford Avenue. The BRVA committee stated that a commitment had been made to present the public art plans before finalization to allow for input from the committee. That did not occur.
The public art will be two murals, one horizontal on the alley side and one vertical on the north side. The mural artist,
Siena Baldi, has several murals around Indianapolis, including Fountain Square and Mass Ave.
The presenter said that the theme for the alley mural is to extend public art the Flower Alley that is a block south.
The murals are expected to go up in April.

6462 N Broadway Street - Hannah Able from Pad Architecture is presenting on behalf of 6462 N Broadway Street. The property owner is requesting a variance of development standards for their proposed addition to the existing detached garage. The first ordinance to be modified is the percentage of existing non-conforming accessory setback to be extended from 50% to 82%. The second ordinance to be modified is the rear accessory setback to be reduced from 5'-0" to 3'0".
This proposal was to add on to an existing garage in Warfleigh, extending the rear portion a few feet closer to the alley. There was discussion by the committee and a neighbor about how this might affect the alley that is already in poor condition.
The committee suggested that the petitioner return next month with elevations of the project and letters of support from the neighbors.
6138 Central Avenue - Eric Jensen is presenting on behalf of 6138 Central Avenue. The property owner at 6138 Central Avenue is requesting a variance to expand the existing attached garage. 2025-DV1-007
This proposal was to expand an existing garage. After a long discussion, the committee voted to support it contingent on receiving letters of support from the neighbors before the hearing downtown in March.
6280 N College Avenue - Joe Calderon of Barnes & Thornburg is presenting on behalf of 6280 LLC in a request for a partial vacation of the alley associated with the Marko on the Canal project. 2025-VAC-003
This proposal was to "vacate" the subterranean space in the alley between the parking garage on College and Broad Ripple Animal Clinic. This is to bury footers for the garage expansion, upward.
After a long and somewhat contentious discussion, the committee voted to support this.
The next public meeting of the committee is scheduled for Tuesday, March 25, 2025, at 6pm, at Northminster Presbyterian Church.
