Old Town of Broad Ripple Meeting Minutes #218

This historic serial has run on and off in the last 19 years of the Broad Ripple Gazette. The intention is to share the history of Broad Ripple, help people find their ancestors in the text, and to complete the transcriptions of these important early documents.
The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from the original, hand-written minutes that contain many spelling errors. I have transcribed all the records as they were entered, including errors. I will make some corrections to the text in brackets [ ]. I will try to include street name changes, such as: Shelby Street became 63rd, then Broad Ripple Avenue, Morgan Street is now Guilford, North is now 64th, Hancock is now Westfield. Rules for the Board updated - continued
Rules
[margin] Rule 1
(1) Ordinary parliamentary rules shall be law of procedure of the board.
(2) a quoram shall consist of a majority of all members elected but no ordinance, order or resolution shall be passed which shall not have received the majority votes of all members constituting the board.
[margin] Rule 2
(1) Bylaws ordinances regulations contracts and other papers presented shall be read on at least two separate nights: and a notice of the pendency of the same shall be posted for ten days in three public places, one in each ward of the town, unless the board shall by a majority vote declare an emergency, when the ordinance, rule, regulation, contract or other paper may be passed upon the same night on which it is presented.
(2) All ordinances shall be open to amendment at any time.
(3) All votes upon the passage of ordinances and regulations for motion to suspend rules or motions to re-consider shall be by Roll Call

Motions: When any motion is made and seconded
It shall be stated by the presiding officer.
(2) Any matter laid upon the table may be taken up by a vote of the board at any time.
(3) When any question has been once decided in the affirmation or negative, any member voting with the majority may move a re-consideration thereof at the same or the next regular meeting, unless the board has declared an emergency.

The following order of business shall be observed by the board at its meetings -:
1st Calling of roll
2nd Reading and correcting minites of the preceeding regular or special meeting.
3rd Reports of town officers or committees
4 - Introduction of general and special ordinances.
5 - Introduction of miscellaneous business. Bills
6 - Ordinances on 2nd reading.
7 - Unfinished business.
8 - Reading if the journal may be dispensed with at any time by order of the board.
9 - The board may order a return to any order of business after the call of the regular order of business.

Amending the Rules
These rules may be amended or annulled by a majority vote of all members of the board of trustees at any regular or special meeting without any previous notice.
A petition was filed asking for the vacation of certain sts and alleys in Mary Purcell's addition, which was referred to a committee consisting of B.F. Osborne and Millard Eaton.
An ordinance was introduced for the vacation of certain ground on the south side of Shelby St. east of Morgan St. and also certain ground on the east side of Morgan St. south of Shelby St. to the alley and also all of the alley as platted in the original Plat of Wellington as recorded + platted by James A. Nelson and Adam R. Nelson on May 17, 1837, all of said ground now forming a large(?) lot #25 in the Town of Broad Ripple. The ordinance on the calling of the roll was as follows
Millard Eaton 1st Ward Voted Yes
J.D. Sullivan 2nd " " Yes
B.F. Osborne 3rd " " Yes
The vote being unanimously in favor of the ordinance carried and was duly signed by President of Board.
