We received this email from a reader. The answer presented itself, oddly enough, IN the Town Minutes!
Hi Alan -- I have a question which occurs to me every time I read the old Broad Ripple Town Hall minutes: why do all of these town improvements need to be declared an emergency?

Hi, The answer was just found in the Broad Ripple Town Minutes from 1907 (#218, in this issue). Rule 2 lays out the ability to declare an emergency to "bypass" the normal, lengthy process of reading a proposal at a meeting, then rereading it at the next meeting to then take a vote. This also probably bypasses any public interaction. It appears to be overused by the Board. - Alan
