April Zoning Issues

There were around 15 in attendance at the April 23, 2024, public meeting of the Broad Ripple Village Association [BRVA] Land Use and Development committee that was held in the basement of Northminster Presbyterian Church, 1660 Kessler Boulevard.
Before the meeting started, Jordan Dillon , Executive Director of the BRVA, announced that the new Broad Ripple Fire Station #32 project is active again, now that the flood wall has been certified by the Army Corps of Engineers. Work is expected to start on the site later this year, with the completion of the station in summer 2025.
There were two items on the published agenda (but one was removed at the meeting), in bold below.
6575 N College Avenue - Mark Demerly, with PAD Architecture, will deliver a presentation on behalf of a client intending to establish a Pastry Shop at 6575 N College Avenue. The primary aim of this presentation is to solicit additional input concerning their application for a variance related to land use and setback requirements
This item was removed from the agenda as the petitioner has not completed filing with the City of Indianapolis.
6013 N College Avenue - Tuan Nguyen, the proprietor of 6013 N College Avenue, will deliver a comprehensive update from their previous presentation on March 26, 2024. Seeking additional input, Mr. Nguyen will discuss the proposed rezone of the property from D-5 to MU-2, with the intention of integrating a commercial aspect into the premises
This was a presentation only, no vote requested, as this project has not yet been filed with the City of Indianapolis.
Based on feedback received at last month's meeting, the design has been changed to push the new 2.5 story addition to the front of the existing house back around 15 feet from the street.
The committee expressed several concerns about this project, one being the rezoning request which would allow for future owners of the property to change the business there without coming before the BRVA committee or the City of Indianapolis. Another concern was addition of another business to this block of College Avenue. Some expressed concern of the height, 34 feet, and the mass of the new structure.
The petitioner still has to file with the city and reach out to the neighbors, then come back to the Land Use and Development committee for a vote.
The next public meeting of the committee is scheduled for Tuesday, May 28, 2024, at 6pm, at Northminster Presbyterian Church.
