Warfleigh neighborhood holds annual meeting
by Alan Hague
posted: Mar. 02, 2012

The annual public meeting for the Warfleigh Neighborhood Association (WNA) (bounded by Riverview Drive, College Avenue, and the canal) was held at St. Paul's Episcopal Church, located at 6050 North Meridian Street. Will Carlson, president of WNA, ran the meeting. In addition to several association committee reports, neighborhood safety was on the agenda. Christopher Heffner and Jesus Olvera from Indianapolis Metropolitan Police Department attended to answer questions. The Crime Watch program was discussed. It was also mentioned that residents or businesses can request a sodium pole light from IPL for added safety at a cost of around $10 per month.
During the WNA committee reporting it was announced that the Warfleigh Book Sale will be held on March 24, 2012, from 9am to 3pm at Trinity Church, located at Central and Westfield. It was also announced that the annual picnic will be held on June 2, between 64th and 66th on Broadway.
The Department of Public Works attended the meeting to discuss the 2012 infrastructure improvements and levee changes. Jason Cook explained that the city has about $500 million to fix $2 billion of known infrastructure work. Residents can contact the city via the Mayor's Action Center or by using a free app for smartphones (search for RequestIndy on your phone).
The presentation then turned to the work on the levee. The levee along White River was started before Hurricane Katrina. Since then, the standard for levees have been updated. Some of the already completed sections of the White River levee will require an additional land-side shoulder to make up for the lack of the steel sheet pile I-walls having been installed to the new standard depth.
There was a heated discussion from the audience about whether or not this fix would impact the eventual removal of the flood insurance requirement for the area. That discussion was tabled. The handout does state "The changes (the added shoulders) are necessary for project certification and acceptance by FEMA to reduce or eliminate flood insurance requirements for property owners." It is not clear though if the shoulders will result in the same insurance changes as would installing the proper sheet piles.
