October BRVA zoning meeting

The October meeting of the Broad Ripple Village Association's (BRVA) Land Use and Development Committee met on October 27, 2009, at Broad Ripple United Methodist Church. These are monthly public meetings where the committee hears petitions for changes in the Broad Ripple area. The committee votes on each petition and presents the results to the BRVA board of directors. The BRVA board then passes their recommendations to the Department of Metropolitan Development for use in the public hearing.
There were five items on the agenda for the October meeting.
The first item was not a rezoning request. It was a presentation by Nicole Oprisu of Old Pro's Table to describe their purchase of Mug Shots Cafe at 65th and College Avenue. Nicole explained that the new, non-smoking, family-friendly restaurant Northside Social is expected to open there around the end of the year.
The next item on the agenda was petition 2009-ZON-027 for the project at Kessler Boulevard and Birchwood Avenue. This proposal to build town homes on the property that originally held a single family residence has been before the committee several times. The petitioner previously reduced the number of units from five to four. At this meeting it was announced that a proper land survey was completed, allowing for the correct dimensions to be added to the drawings. Other agreements were made to extend a new sewer line to the northwest corner of the property to allow other neighbors to connect, and to replace every tree removed from the property with three new trees, either on the property or nearby.
Following the presentation by the petitioner, several residents voiced their continued opposition to the project, stating that is was still too dense for this area of Broad Ripple. There was a suggestion by the neighbors to change the project from four units to two units.
The committee voted to not support the petition and to not rehear it unless there are substantial changes to the proposal. As with all petitions, the legal approval or rejection of a petition occurs in the Department of Metropolitan Development hearing downtown.
The third item was for a variance for the property located at 1702 Broad Ripple Avenue, previously an insurance office. The variance is to allow professional office use, off street parking, and a ground sign. In addition, the petitioner plans to return most of the previously asphalted yard to lawn. An agreement was also made to plant more trees on the site. The committee voted to support this petition.
The fourth presentation was for Trinity Church located at 6151 Central Avenue. The petition is to rezone the property from D-4 (residential) to SU-1 (religious use). The property has been used as a church since 1934, with the current church having been built in 1946. The petitioner stated that no changes to the property are planned, they are only correcting the zoning that would allow for the church. The committee voted to support this petition.
The fifth item on the agenda was for a zoning variance for the property located at 6476 College Avenue. The parties for and against this proposal met upstairs at the church during the previous presentations of the meeting. When their turn came up on the agenda it was announced that things were worked out and possibly no variance will be needed.
The next public meeting of the committee is scheduled for Tuesday, November 24, 2009, at 6 P.M. at Broad Ripple United Methodist Church, located at 62nd and Guilford Avenue.
