Old Town of Broad Ripple Meeting Minutes #219

This historic serial has run on and off in the last 19 years of the Broad Ripple Gazette. The intention is to share the history of Broad Ripple, help people find their ancestors in the text, and to complete the transcriptions of these important early documents.
The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from the original, hand-written minutes that contain many spelling errors. I have transcribed all the records as they were entered, including errors. I will make some corrections to the text in brackets [ ]. I will try to include street name changes, such as: Shelby Street became 63rd, then Broad Ripple Avenue, Morgan Street is now Guilford, North is now 64th, Hancock is now Westfield. Amending the Rules
These rules may be amended or annulled by a majority vote of all members of the board of trustees at any regular or special meeting without any previous notice.
A petition was filed asking for the vacation of certain sts and alleys in Mary Purcell's addition, which was referred to a committee consisting of B.F. Osborne and Millard Eaton.
An ordinance was introduced for the vacation of certain ground on the south side of Shelby St. east of Morgan St. [now Guilford] and also certain ground on the east side of Morgan St. south of Shelby St. [now Broad Ripple Avenue] to the alley and also all of the alley as platted in the original Plat of Wellington as recorded + platted by James A. Nelson and Adam R. Nelson on May 17, 1837, all of said ground now forming a large(?) lot #25 in the Town of Broad Ripple. The ordinance on the calling of the roll was as follows

J.D. Sullivan 2nd " " Yes
B.F. Osborne 3rd " " Yes
The vote being unanimously in favor of the ordinance carried and was duly signed by President of Board an Clerk. Bills were read and allowed as follows.

Minutes of previous meeting were read and approved. The committe appointed to report on certain vacation petitions reported favorable + on second reading the ordinance vacating certain streets and alleys in Mary Purcells addition was passed as follows.

Ordinance for vacation of sts. Alleys Purcells add.
Sec 1
Be it ordained by the Board of Trustees of the incorporated Town of Broad Ripple Marion Co Indiana that the following named streets and alleys in Purcels Broad Ripple addition being a subdivision of part of the southwest ¼ of section thirty six (36) township (17) north range (3) east in Marion County in the State of Indiana be + the same are hereby vacated to wit:
Park Street from White River south to Purcel Street [now 66th Street]; also the 1st alley east of Vine Street [now Ferguson St] from White River to Purcel Street; also the 1st alley west of Vine Street from Kirk Street [now 67th Street] to Purcel Street; also the first alley north of Purcel Street from Air Line Street [now Cornell Street] west to the west line of said addition; also the first alley north of Kirk Street from Air Line Street to Vine Street and from Jackson Street [now Carrollton Avenue] to the west line of said addition.
Sec 2.
An emergency is declared to exist for the passage of this ordinance and the same shall be in full force and effect from and after its passage. With the express understanding that the property owners petitioning for the above vacation agree to bear all expenses of the vacation proceedings + further that the petitioners agree to grade + gravel Vine Street from Purcel St. north to White river.
There was an ordinance introduced requiring all persons engaging in any of the following business to procure a licence from the Town Clerk. Namely: astrology, palmreading, phrenology, life reading, fortune telling, cortormancy [cartomancy?], clairvoyance, hypnotism + all other exhibitions by whatever name or names conducted under.
Also for operating a Merry Go Round, Ferris Wheel, Roller Coaster, Switch Back or any similar device
And all other attractions allowed or permitted to carry on business which is fully set forth + the licence fee to be charged + penelty prescribed as fully set forth in the original ordinance which was read + laid over for 30 days to be finally acted on.

There was a special meeting called to meet on April 9th for the purpose of changing the services of Town Marshall from Day service to night service + to have an expression from the citizens in regard to same.
