Proposal To Curb Illegal Parking Passes Out Of Public Works Committee

A proposal aimed at reducing illegal parking in Indianapolis has unanimously passed out of the Public Works Committee.
Proposal 202, 2023 would incentivize ParkIndy to issue tickets for non-moving violations, such as vehicles parked in bike lanes, fire lanes, or crosswalks. Currently, ParkIndy receives a portion of revenue collected for specific types of tickets that have been issued at parking meters. The new proposal would allow ParkIndy to share revenue with the city for all tickets issued, incentivizing increased enforcement of non-metered parking violations.
"Councillors and residents have asked our department to address a recurring bicycle and pedestrian safety concern: vehicles illegally parking within bike lanes and crosswalks, causing an unsafe commute for those reliant upon multi-modal infrastructure," said Indy DPW Director Brandon Herget. "Additionally, this will help ease the burden on the Indianapolis Metropolitan Police Department when it comes to issuing tickets for illegally parked vehicles."
"I would like to thank the Department of Public Works for their continued efforts to find solutions to keep pedestrians and bicyclists safe," said Vice President Zach Adamson, Chair of the Public Works Committee. "This is a commendable step towards ensuring driver accountability and enforcing parking violations."
The City entered into a 50-year agreement in December 2010, allowing ParkIndy to manage Indianapolis' parking meter system. The City and ParkIndy share revenue for meters, tickets, and meter "bagging" fees.
In 2022, 10,700 non-moving tickets were issued by both ParkIndy and IMPD county-wide (not solely in metered zones). Of those 10,700, 2,129 (19.89%) were issued by ParkIndy.
If adopted, a trial period would run through 2025 to gauge effectiveness.
Since 2016, the City's investment in bicycle and pedestrian infrastructure has delivered
  • 103 miles of new sidewalks
  • 8,000 new ADA ramps
  • 32 miles of new bike lanes
  • 35 miles of new trails
  • 4,000 crosswalks
The proposal now goes to the full council for consideration on Aug. 14, 2023.
Also passing through committee was Proposal 226, a $3.6 million appropriation to further the design of projects related to the recent RAISE grant awarded to the city.
