Old Town of Broad Ripple Meeting Minutes #180

I feel these next few issues are going to be quite repetitive. They are concerning several street improvements and land annexations, but I am trying to preserve the minutes so will be including them as they are written. -Alan
This historic serial has run on and off in the last 18 years of the Broad Ripple Gazette. The intention is to share the history of Broad Ripple, help people find their ancestors in the text, and to complete the transcriptions of these important early documents.
The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from the original, hand-written minutes that contain many spelling errors. I have transcribed all the records as they were entered, including errors. I will make some corrections to the text in brackets [ ]. I will try to include street name changes, such as: Morgan Street is now Guilford, North is now 64th, Hancock is now Westfield. Resolution to annex

[margin] Resolution to annex certain unplatted territory to Town of Broad Ripple

Resolution providing for the annexation of certain unplatted territory to the Town of Broad Ripple, Marion County, State of Indiana and declaring an emergency.

Resolved by the Board of Trustees of the Town of Broad Ripple, Marion County, State of Indiana, that the petition of which the following is a copy be and is hereby adopted and that the petition be recorded by the Board of Trustees to the Board of Commissioners of the County of Marion and State of Indiana. And which petition is as follows.

Be the matter of the annexation of contiguous territory to the Town of Broad Ripple, Indiana
To the Board of Commissioners of the County of Marion
The undersigned members of the Board of Trustees of said Town of Broad Ripple in the county of Marion in the State of Indiana would respectfully represent to the board that the said Town of Broad Ripple is an incorporated Town duly incorporated under and pursuant to the general laws of the State of Indiana for the incorporation of the town: That your Petitioner's desire to annex to said town certain contiguous being + being contiguous thereto: that said contiguous territory has never been platted or recorded except as the same has been platted for the purpose of this petition: that said contiguous territory is situated in the County of Marion in the State of Indiana and is accurately described by metes and bounds as follows. To wit:
Part of the northeast quarter of section one (1) Township sixteen (16) north range three (3) east in Marion County, state of Indiana more particularly described as follows, To wit:
Beginning in the center of Morgan St at a point six hundred and sixty eight (668) feet west of the east line and three hundred and fifty six (356) feet measured along the center line of Morgan Street south of the north line of said section and running thence north eighty nine (89) degrees west two hundred (200) feet then north three and one quarter (3 ¼) degrees east one hundred and twenty (120) feet: Thence north eighty nine degrees (89) west eight hundred and thirty five and one half (835 ½) feet to a point one hundred and sixty two (162) feet _____ west of the west line of Light Avenue: thence [south?] one hundred and seven and twelve hundredth (107.12) feet thence east one hundred and ninety two (192) feet to the west line of the right of way of the Indianapolis and Northern Traction Co thence south with said west line of Traction Company seven hundred and fifty (750) feet thence east thirty (30) feet to the east line of said right of way four hundred and eighty seven (487) feet thence east five hundred and forty seven (547) feet; thence south parallel to the local line of said quarter one hundred and ninety four and thirty six hundredths (194.36) feet thence east two hundred and ten an two tenths (210.2) feet to the center of Morgan St: thence north four and three quarter (4 ¾) degrees east four hundred and forty four (444) feet to the beginning. Containing ten and twenty three hundredths (10.23) acres more or less.
That a map of said territory proposed to be annexed duly certified by the affidavit of Hervey B. Fatout engineer for said town is filed with and accompanies this petition: that your petitioners desire the annexation of said territory to said town for the following reasons, To Wit:
[margin] 1st - The limits of the town as they now exist, are such as to give great inconvenience to the citizens and officers of the Town, and also make the burden of taxation very unequal.
[margin] 2nd - The corporation is in need of the increased revenue which would result from the taxes levied upon the territory sought to be annexed for the following purposes, Viz.: 1st to furnish more suitable and adequate manors for the prevention of fires. 2nd for keeping in repair public improvements in said town
[margin] 3rd - That the said territory sought to be annexed, require police or marshall surveillance that cannot be secured or given without municipal control.
[margin] 4th - That said contiguous territory is owned by Sarah S. Thompson [wife of 3rd great-uncle of Alan], Lola M. Kirkpatrick and the Indianapolis Northern Tractions Co. that said Sarah S. Thompson owns a tract of ground in said above described territory consisting of nine and 64/100 acres. Which bounded on the north by the north line of said tract of territory, on the east by the boundary of said territory, on the south by the south boundary line of said territory, and on the west by the right of way of the Indianapolis and Northern Traction Co: That said Lola M. Kirkpatrick owns a tract of ground consisting of 38/100 of an acre in the north west corner of said territory. And which is bounded on the north, west and south by the North, west and south boundary lines of said territory and on the east by the right of way of the Indianapolis and Northern Traction Co.: and that said Indianapolis Northern Traction Co owns right of way in said territory thirty feet in width in said territory, which is bounded by the boundary lines of said territory on the north and south and by the lands of Sarah S. Thompson on the east and by the west boundary line of said territory and the land of Lola M. Kirkpatrick on the west.
Wherefore, your petitioner ask that said territory as herein above described be annexed to the town of Broad Ripple, Indiana, in said county, and that the same be made subject to the same corporate control of the Board of Trustees of said town as the territory now within the corporation limits thereof and for all other and proper relief in the premises.
