Zoning issues at BRVA September meeting
by Alan Hague
posted: Oct. 13, 2022

There were around 17 in attendance at the September 27, 2022, public meeting of the Broad Ripple Village Association [BRVA] Land Use and Development committee that was held in the basement of Northminster Presbyterian Church, 1660 Kessler Boulevard.
There were two items on the agenda, in bold below.

6262 Washington Boulevard - Requesting a variance of development standards of the Consolidated Zoning and Subdivision Ordinance to provide for a building addition resulting in a 3.3-foot northern side yard setback (four-foot side setback required).
This request is to make bathroom and kitchen modifications to the home. During that remodel, the contractor is requesting to straighten the side of the house, bumping out a portion that requires a variance of setbacks. The new edge of the house will be 3 feet 3 inches from the property line. The setback requirement is a minimum of 4 feet.
The committee voted to support this proposal.

1011 Westfield Boulevard (former Brugge site) - Mark Demerly, of Demerly Architects, and Andy Teed will be presenting a proposed two-story building at 1011 Westfield Boulevard (the old Brugge site). The existing property is zoned C5 which allows the proposed uses of a Restaurant and Offices on the site. The proposed building will have a restaurant on the first floor, offices on the second floor and parking in the lower basement area. They plan to file for a variance of design standards to allow for reduced front, side and rear setbacks. They would like to move the building to the property lines, similar to the other buildings in the adjacent area to the west and north. This will be a preliminary presentation, prior to filing with the city. The land use plan classifies the site as Urban Mixed Use.
This presentation was for information only. No vote was needed.
This proposal is to build a structure on the Brugge Brasserie site behind McDonald's. It is designed to have two stories above ground and one below, for parking. A restaurant is expected to be on the ground floor with the building owner's office on the second floor, along with additional leasing space. The first floor is designed with 6000 square feet and the second floor has 8000. There would be 12 underground parking spots and 8 more on the east side of the building.
The petitioner will return to the committee when the final plans are complete. The expected time frame for construction is 1 to 2 years from now.

The next public meeting of the committee is scheduled for Tuesday, October 25, 2022, at 6pm, at Northminster Presbyterian Church.
