To gauge student perception of free speech on Indiana's public college campuses, the Indiana Commission for Higher Education will launch a survey to college students on April 5. The survey will be open throughout the month of April and will ask students to answer questions about free speech and academic freedom at Indiana public college campuses.

As required by House Enrolled Act 1549 in 2021, the Commission has produced both a report and a survey on the topic of free speech on Indiana college campuses. The report offered several recommendations for institutions to ensure freedom of expression on campuses is protected along with college and university profiles highlighting current policies aimed at protecting speech and expression on campus.

The Commission partnered with Gallup, a national polling organization, and Indiana's public colleges to develop and administer the survey, which will be sent via email to every full-time undergraduate student at all Indiana public institutions, including part-time students at Vincennes University and Ivy Tech Community College. A Free Speech Advisory Group formed in fall 2021 comprised of stakeholders from each public campus to develop the survey along with the Commission.

A supplemental report based on the survey's results will be released this fall.
