October Land Use meeting

There were four items on the published agenda, but a fifth was added, at the October 23, 2018, public meeting of the Broad Ripple Village Association's (BRVA) Land Use and Development committee (see in bold below). There were approximately 50 in attendance.
1) 6170 College Avenue, Jason Rose regarding a variance of use to establish a law office at this location. The petitioner was not present, so this item was skipped.
2) (Added) 6525 Ferguson. Variance to allow for a salon use. This proposal is to open a salon in an existing building. The City of Indianapolis staff is recommending denial. The BRVA committee asked the petitioner to work with staff to see if a new recommendation can be reached. At that time, the committee would vote.
3) 723 Broad Ripple Avenue, Matthew Smith and Michael Martinez, Co-owners of One Up, an arcade bar. Alcoholic beverage permit pending hearing on November 5, 2018. This item is for a 3-way liquor license for the new arcade bar One Up. The owners agreed to the conditions required by the BRVA and said this would not be a late-night bar, instead the latest it would be open is 1am.
4) 6116 Guilford Avenue, David Kingen and Justin Kingen regarding a variance of development standards to provide for two single-family residential lots, with lot widths of 40 and 49 feet (50 feet required) and to provide for detached garages with 3.3 foot rear setbacks (five-foot required). Petition #2018-DV3-049 Hearing continued to Tuesday, November 20, 2018 before the Metropolitan Board of Zoning Appeals. This case was heard last month also, but was heard again due to a number of neighbors opposed to the project. Most of the opposition seems to be related to the narrower lot width of the proposed south lot. The committee decided to wait for the City of Indianapolis' final recommendation before making a decision.
5) 62nd Street blocks of College and Carrollton Avenues, BR Housing Partners, LLC, information regarding redevelopment. This proposal is to raze seven buildings on the south half of the block bounded by College, Carrollton, 62nd and Broad Ripple Avenue. This includes New Paradigm Christian Church, a dentist office (on Carrollton), Dinwiddies, Stretch Logistics, Adorn, Ado, a dentist office (on College) and AMG Property Management. The five-story mixed-use apartment/retail/parking structure would occupy the entire space. This would include vacating the south half of the alley, from Lincolnshire Apartments to 62nd Street. There were many comments made by the committee including concerns with vacating the alley, as it provides a significant way of ingress to the block. Removing that would require all traffic visiting the remaining businesses on the block to come via Broad Ripple Avenue and then down Carrollton. Another concern was the zero setback of the building from the streets. The petitioners agreed to take these concerns and modify the proposal and to come back to the BRVA's November meeting.
The next public meeting of the BRVA Land Use and Development committee is scheduled for Tuesday, November 27, 2018, starting at 6pm in the basement of Northminster Presbyterian Church, 1660 Kessler Boulevard.
