Multi-story buildings at September zoning meeting

There were three items on the agenda (bold below) at the September meeting of the Broad Ripple Village Association (BRVA) Land Use and Development committee meeting. The public meetings are scheduled for the 4th Tuesday of each month at Northminster Presbyterian Church, 1660 Kessler Boulevard [KK28 on map]. There were approximately 30 in attendance.
A. 927/929 Westfield Boulevard, regarding an update on the proposal to re-establish this property for use.
This was a status update on the development at the south west corner of Westfield Boulevard and Winthrop Avenue, where the Broad Ripple Steakhouse and New Paradise Cafe were located. The plan is to renovate the corner building and to replace the small house to the south with a 3-story office building. The combined square footage of the project would be about 18,000. The first floor of the corner building is planned for a restaurant. The 2nd floor could be restaurant or office. The 3rd floor is office. All three floors of the south building are office. Other minor modifications were made from suggestions by the BRVA committee at a previous meeting.
B. 6167 Guilford Avenue, regarding the rezoning of 0.2 acre from the SU-1 district to the D-5 district. Case number 2017-ZON-062 Hearing Thursday, October 12, 2017
This rezoning is to allow for the house south of Broad Ripple United Methodist Church to be zoned residential. It is currently zoned Special Uses 1 (SU-1) because long ago this was the parsonage for the church. This SU-1 zoning was unknown until the current occupant tried to get a building permit to add a dormer to the house. The City informed him that it was not currently zoned to be a residence. The committee voted to support this rezoning.
C. 1428-1430 Broad Ripple Ave, regarding zoning changes for redevelopment of this property to commercial and residential uses. Case number 2017-ZON-067
This petition is to raze the buildings between Weaver's Lawn and Garden and Broad Ripple Park on Broad Ripple Avenue. A retail/apartment building with integrated parking would be built on the site. The buildings on this property are the old (very old!) Wake Up gas station structures and the small retail building that contains Indy E Cigs and Broad Ripple Canine Design [H11 on map]
Since the last presentation, many suggestions from the committee were incorporated. A model of the building was also presented.
There were still issues raised by the committee and by audience members. The committee will wait until the Department of Metropolitan Development staff report and recommendation from the City of Indianapolis are received before voting on the petition.
The next public meeting of the committee is scheduled for October 24, at 6:00 p.m. at Northminster Presbyterian Church.
