July zoning issues at BRVA meeting

There were about 25 in attendance for the July public meeting of the Broad Ripple Village Association (BRVA) Land Use and Development Committee, held July 25th at 6pm at Northminster Presbyterian Church. There were three items on the agenda, two presentations and one liquor license request (agenda in bold below).
1. 838 East 65th Street, Mark Jones regarding a variance to provide for a five-foot tall freestanding sign and 42-inch tall aluminum picket fence within the right-of-way of 65th Street (15 foot setback required and structures not permitted within the right-of-way). Petition # 2017-DV1-039 Hearing before the Metropolitan Board of Zoning Appeals, Thursday, August 6, 2017 at 1:00 p.m.
This proposal was to add a fence and move the current sign to make room for a playground at the future Reggio inspired preschool, The Sapling School, at 65th and Ferguson. The committee requested several changes to the placement of the fence and sign to fit in with the Envision Broad Ripple plan. The committee then voted to support this project.
2. 6367 & 6371 Guilford Avenue, David Kingen regarding changes to the building by removing the fourth floor and embracing a "village-scale" architecture. Petition #2016-CZN-843 / 2016-CVR-843
This project has been before this committee around 6 times. The request is to raze the two houses that encompass the entire block on the southeast corner of 64th and Guilford to construct a new building. In the past, Broad Ripple Knits and AV Systems were in these houses. The committee had previously voted to not support the project. This month a new proposal was made that eliminated the 4th floor of the new building and changed the architecture to use elements of the surrounding area. Following a lengthy discussion and a different mix of committee members present at this meeting, the committee voted by a slim margin to support the project.
3. Committee Discussion/Information
Alcoholic Beverage Permit for beer and wine only requested by Just Pop In. Broad Ripple Agreement signed. Hearing July 17, 2017.
The next public meeting of the Land Use and Development committee is scheduled for Tuesday, August 22 at 6pm at Northminster Presbyterian Church.
