There were five items on the agenda for the September 22nd, 2015, public meeting of the Broad Ripple Village Association (BRVA) Land Use and Development committee at the Indianapolis Art Center's Basille Auditorium.
A. 6174 Winthrop Avenue, George Dury with Dury Investment Group regarding the establishment of a hair salon in this location.
This was for feedback only, as nothing had been filed with the City yet. The proposal is to put a hair salon into the house on the northwest corner of 62nd and Winthrop, south of School 80. Next door to the west is a dentist. The salon would have 2-3 booths. The exterior would be refreshed, but left to look like a home. The feedback from the committee was that it would be preferable to limit the variance with Department of Metropolitan Development to only allowing a salon. The general, unrestricted variance would allow for many other uses, if approved.
B. 715 Broad Ripple Avenue, Greg Ginrich and Peter Watson, regarding the establishment of a 3-way liquor permit at this location.
This is a liquor license for Hot Box Pizza. The petitioner assured the committee that the license is for catering only and would never be used to serve alcohol in the restaurant. The committee agreed to support the license application to the Alcoholic Beverage Board downtown if there was a written commitment that it will be used only for catering.
C. 6320 Ferguson Street, Brian Touhy and/or Walter Freihofer regarding establishing a restaurant at this location. It is presently a medical office.
This building was previously the offices for Dr. Himelstein and others in the west half, and the offices of Albertson's Mortuary on the east half. The presentation tonight was for information only, as no papers had yet been filed with the City. The proposal is to renovate the existing building to turn it into a restaurant with 120 seats inside and 50-60 outside. One of the developers also owns Tavern on South downtown and this is proposed to be a similar establishment. The committee generally approved of this plan. A vote will come after a variance has been applied for.
D. 6311 Westfield Boulevard, Ryan Gallmeyer with Buckingham Companies for a presentation on the redevelopment of the site. Information only.
As nothing had yet been filed, this too was for information and feedback only. This is the site at the headgates of the canal (you know where that is if you have been reading our canal series), just to the north of Brugge Brasserie and McDonald's. The current 3-story office building would be razed and a 110,000 sq. ft, 104 unit apartment building would replace it. It would also include 5000 sq. ft of commercial space. It would tie into a possible future boardwalk to Broad Ripple Park, along the river.
E. 5858 N. College Avenue, J.B. Curry with TWG Development regarding the updated site plans and elevations for a multi-family project and rezoning of this area.
This proposal is just south of the official BRVA boundaries and was presented as a courtesy. It is a proposal for the site of the old Indiana Bell building south of Kessler on College. It is for the south building only, the north building and the corner lot are not included. The name of the project is The Link at Kessler. It is proposed to have 205 apartment units and 3000 sq. ft. of office space. There was a considerable neighborhood presence at the meeting in opposition. Because there will be future official meetings for the project that will allow for public remonstration, the BRVA committee limited the audience feedback tonight to brief comments.
