Old Town of Broad Ripple Meeting Minutes #142

The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from the original, hand-written minutes that contain many spelling errors. I have transcribed all the records as they were entered, including errors. I will make some corrections to the text in brackets [ ]. The original minutes books are at the Indiana State Archives at 6440 E. 30th St.
Here is the one-hundred forty-second installment:
Signatures and resolutions both to and not to bring the street car franchise to a vote
April 1903
Jesse D. Day being first duly sworn, deposes and says that the signatures to the attached petition are the true signatures of the persons whose signatures they purport to be.

being first duly sworn, depose and say that they are duly qualified voters of the town of Broad Ripple in said county; that they believe all the signatures attached to the annexed petition are genuine and that they believe all the persons who signed such petition are duly qualified voters of said town.

C.W. Silvey offered the following resolution to wit:
Where as a petition has been filed with the clerk of the town of Broad Ripple, Indiana and by the clerk presented to this board, containing the signatures of eighty nine (89) voters of said town and petitioning for a referendum vote on the question of the ratification of the franchise heretofore granted to the Indianapolis Northern Traction Company: and
Whereas, a petition has also been filed with said clerk, and by him presented to this board, containing the signatures of one hundred and twelve (112) voters of said town, and petitioning that said franchise be not submitted to a vote: and
Whereas, there are certain signatures of voters of said town which appear on
Both of said petitions: and
Whereas, the signatures attached to the first named petition comprises forty (40) percent of the voters of said town of Broad Ripple: Now therefore
Be it resolved, by the Board of Trustees of the town of Broad Ripple that an election shall be held in said town at the next regular election of said town, to decide the question as to wheather the said franchise heretofore granted to said Indianapolis Northern Traction Company shall be ratified or rejected.
And the clerk of said Town is hereby directed to post notices of said election as by law provided
And the above resolution was adopted by the following vote
C.W. Silvey J.O. White and Marion _____ [Marian Whitsell] voting in the affirmation on the same and the clerk was instructed by this board to post notices in three public places of the election referred to in the above resolution. In regular motion the Board adjourned.
