BRVA Land Use & Development meeting - by Martin Chittum

The Broad Ripple Village Association (BRVA) Land Use and Development Committee held a meeting on October 23, 2012, at the Broad Ripple United Methodist Church. There were not enough members in attendance to have a quorum, so they did not vote on anything. They still had petitioners make their statements for the sake of information. The President called the meeting to order shortly after 6pm.
The first petitioner was Robert Steidel, regarding the property at 701 Broad Ripple Avenue (formerly Barley Island) [H3 on map]. Mr. Steidel intends to establish an entertainment venue and plans to purchase a 3-way (beer, wine, & hard alcohol) liquor permit. This led to some discussion about the requirements for holding a 3-way permit - such as the mandate to also serve basic food such as hot soup and sandwiches - and mention of the fact the 3-way permit that had been held by the previous owner has since been sold to an establishment outside of the neighborhood, as per an informal agreement the former owner had made with the BRVA. After giving the Committee an overview of what he intends to do with it and some further discussion of what he will need to do to move forward, they all agreed that he had a good idea for a new entertainment venue and that would be a welcome addition to the neighborhood.
The second petitioner was Adam Garvey, regarding a variance of development standards to provide for changes to the outdoor deck area at Petite Chou, 823 Westfield Boulevard [G4 on map]. The plan is to "jazz up" the facade to be more in the style of an urban French bistro. This includes building a short wall in the place of where the fence currently sits and a pergola over the seating area that will overhang slightly over the sidewalk. He showed a drawing of the plan to the committee. The reason for requiring a variance is that the current standards require a setback of 70 feet from the center of Westfield Boulevard. This would put the facade somewhere in the center of the building, so they are seeking to essentially legalize the way it has already been developed. Since they couldn't vote on it, they made a motion and a second to vote on it at a later time and then send him a letter voicing their approval.
The third petitioner was David Vonnegut-Gabovich of BRICS and Josh Pierson of Untitled Ink. They are looking for a good solution for their trash disposal and would like to set up an area where they can have a shared dumpster. They would like to have two dumpsters, one for trash and the other for recycling. It would be enclosed with a 6 foot wood fence and concrete poles surrounding it. Josh has cleared out an area near Cornell that he thinks would be ideal for setting this up. This would be shared by BRICS, Untitled Ink, and the architectural firm located at 6344 Cornell. Most of it will be located on the property of 6344 Cornell, so they are working with the owner to get permission to build it. The Committee was happy with the plan because it conforms to the concepts detailed in the Envision Master Plan which they intend to have become the standard for development in the neighborhood.
The meeting closed with member Tom Healy taking a moment to give a quick update on the status of the Envision Broad Ripple Village Master Plan. It has been submitted to the Department of Metropolitan Development Commission for review and on November 7th it will be getting a hearing. If it is adopted, it will become the official plan of record, replacing the earlier plan from 1997.
The next meeting is scheduled for November 27th, 2012, at 6:00PM at the Broad Ripple United Methodist Church.
