Over a hundred people attended the quarterly public meeting of the Broad Ripple Village Association (BRVA) at the Indianapolis Art Center on July 19, 2011. BRVA president Mark Wolf called the meeting to order at 7:05 pm. First on the agenda was Indianapolis Metropolitan Police Department (IMPD) Commander Tom Koppel. The commander gave the report for North District and broke down the crime stats further into the Broad Ripple area. He reported that overall crime in Broad Ripple is down 19.4% year-to-date compared to this period in 2010. Violent crime is down 52%. To help retail shop owners protect themselves from crime IMPD retail crime specialist Officer Sering will speak at the August 11, 2011, BRVA business division meeting.

Next, City-County councillor and council president Ryan Vaughn announced that the predatory towing ordinance passed the council the night before. The ordinance will regulate non-consensual towing in Marion county. It will require tow truck companies to be licensed with the Department of Code Enforcement and to follow certain standards and guidelines. The ordinance will take effect in August.
Upcoming events came next on the agenda. The Sidewalk Sale is Sunday, August 7 from 9 am to 3 pm. The Ripple Effect 4-Mile Run/Walk will be Sunday, September 4, 2011, at 7 pm. The Broad Ripple Historic Home Tour will be Saturday, September 24, 2011, from 10 am to 6 pm. The Broad Ripple Firehouse Celebration will be Saturday, October 8, 2011, from 2 pm to 4 pm. And, the Fall Gallery Tour will be Friday, October 14, 2011, from 5 pm to 9 pm.
BRVA board member Tom Healy gave a short history of the Envision Broad Ripple process that has been in development for three years. He showed how those plans helped with the realization of the parking structure project.
"We are using this to try to move things forward," said Tom. "We think this is a catalyst project that will move things forward in a big way. [The structure is at a] major intersection here at Broad Ripple and Westfield and College [H2 on page 18 map]. We realize this is a gateway. Not a gateway like you see at Carmel where they have a sign up that tells you Hey, you're here. No, just by driving here and seeing this building, and seeing a tree, and actually seeing people on the street, not seeing statues of people on the street. This is Broad Ripple and we've got people on the streets," laughed Tom. "Next year Broad Ripple will be 175 years old. You hear about up and coming neighborhoods, Broad Ripple is up and running, and has been for 124 years."
Keystone Construction and RATIO Architects gave presentations of the status of the mixed-use parking structure that is being developed for the Marathon/Marcos Pizza site at College Avenue and Westfield Boulevard. RATIO explained how the structure must fit into Broad Ripple and offer a timeless design while incorporating art. This led into the final agenda item for the meeting which was a Q&A session about the future mixed-use parking structure with a panel that included RATIO, Keystone Construction, Newpoint Parking, Mayor Ballard's office, and the BRVA.

Several questions had been submitted by the audience on cards. Mark Wolf read as many as time allowed. Answers included how the bid selection process worked and what considerations are going into the final building design. This Q&A session was most refreshing. This reporter thinks that each question was answered with candor and transparency, without any of the political overtones and sidestepping usually encountered.

The next BRVA meeting will be Tuesday, October 18, 2011, at 7 pm at the Indianapolis Art Center.
