Five village properties discussed at zoning meeting

There was only one petitioner on the agenda for the March 2007 meeting of the Broad Ripple Village Association (BRVA) Land Use and Development committee. These meetings are scheduled for the fourth Tuesday of every month at the Broad Ripple United Methodist Church. Representatives from the Nora Community Council, Forest Hills Neighborhood Association, and Meridian-Kessler Neighborhood Association were in the audience.
Petition 2007-ZON-024 (2007-DP-001) is a request for rezoning five properties on the north end of the 6100 block of Winthrop Avenue. There properties are located between the currently under construction condominium project and the office complex that was once the Broad Ripple Lumber Company - 6159, 6161, 6165, 6171, and 6175 Winthrop Avenue.

Almost all petitioners who come before the land use committee request a zoning variance - a temporary relaxation of the existing use requirement of a property. This petitioner, like the condo project immediately to the south, requested a rezoning to the D-P classification from the present D-5. D-5 is residential (Dwelling District), and D-P is the Planned Unit Development District. D-5 allows for 4.5 units per acre, building heights limited to 35 feet, and many other limitations, such as minimum setbacks (spacing from the structure to the property lines). D-P is a special zoning classification in which the petitioner designs a custom list of requirements for the property that allow a non-conforming project to be constructed.
The Winthrop project was presented by David Gilman on behalf of PTP Enterprises. The project includes 27 condominium units on approximately 1.5 acres - 13 facing the Monon Trail, 12 facing Winthrop Avenue, and 2 facing south. Each unit would have a two-car garage under the living space. An additional 10 to 15 parking spaces are positioned behind some of the garages.
Several issues were brought up at the BRVA meeting and at the Department of Metropolitan Development D-P meeting that was held on March 23, 2007, at the City-County Building. The site plan shows parking outside the garages. It was suggested to move these to the interior of the driveways. IndyParks asked that the mature trees along the Monon Trail be retained. Can fire trucks maneuver within the property? Can the sewers on Winthrop support the population increase that would result from the project? Gilman said that all of these issues will be addressed.
The 2nd D-P meeting at the City-County building will be April 20, 2007, at 9 A.M. The next BRVA Land Use and Development meeting will be April 24 at 6 P.M. at Broad Ripple United Methodist Church.
