Indy Parks and Recreation are planning a renovation of Arsenal Park, located at 1400 East 46th Street.
Some of the new amenities will include shaded areas, benches, paved walking paths, drinking fountains and a recirculating chemical building. An additional 10 parking spaces will be added on Indianola Avenue. A total of 20 parking spaces currently exist along Haverford Avenue and Indianola Avenue. Many current park patrons are likely to walk or bicycle there.
A comprehensive plan was presented by Andre Denman of Indy Parks and Recreation at a Metropolitan Development Commission meeting in January at the City-County Building. He recommended a large-scale park, which is defined as a park generally over 10 acres in size that proposed a playground and spray pool that would replace a splash park. There would also be benches, paved walking paths, drinking fountains and additional parking spaces, 10 of which would be on Indianola Avenue.

Arsenal Park is approximately 11.64-acres. There are single-family homes to the north across East 49th Street and multi-family dwellings to the south, across East 46th Street. There are also single-family dwellings to the east, across Indianola Avenue and single-family dwellings to the west, across Haverford Avenue.
Historical maps identified the site as a park in 1915, which pre-dates any Zoning Ordinance. This park has as a neighborhood venue providing residents with tennis courts, a basketball court, playground, spray pool and community gardens.
Arsenal Park is located on the Red Line Route and is within a half mile walk of a nearby transit station. The area combines an urban blend of office, retail and entertainment establishments.
Arsenal Park's current facilities include two tennis courts, a basketball court and a community garden that are located in their southern perimeter.
According to the website, http://funfinder.indy.gov/#/details/31, Arsenal Park was purchased by the city of Indianapolis in 1928 for $19,915. A petition bearing one thousand signatures prompted its purchase. Early development of the park was done through Depression-era jobs programs such as the Works Progress Administration (W.P.A.) A spray pool was built in 1935 and a brick shelter house/comfort station (both are no longer standing) was built in 1941-42. Arsenal Park was named for its location on Arsenal Avenue, although Arsenal Avenue is now called Indianola Avenue. In the past, the park has also been known as Haverford Park because it is also located on Haverford Avenue.
The proposed project will enhance Arsenal Park and have a positive impact on the nearby community as Indy Parks continues making Indianapolis a vibrant city.
