Old Town of Broad Ripple Meeting Minutes #18

The Town of Broad Ripple was incorporated in 1894, and started holding regular meetings at that time. In each issue, I will print my transcription of the old Town of Broad Ripple meeting minutes. These are taken from the original, hand-written minutes that contain many spelling errors. I have transcribed all the records as they were entered, including errors. I will make some corrections to the text in brackets [ ]. The original minutes books are at the Indiana State Archives at 6440 E. 30th St.
In the last installment: Board passes ordinance for transit company.
Here is the eighteenth installment:

Ordinance No 1 Passes
16th July 1894
An ordinance authorizing the Indianapolis and Broad Ripple Rapid Transit Company to construct, extend, maintain and operate certain Street railroad lines in, along and upon the streets and alleys of the Town of Broad Ripple and authorizing said company to furnish electricity for illuminating and power purposes, and declaring an emergency

Section 4
All tracks of said Indianapolis and Broad Ripple Rapid Transit Company, its successors and assigns shall be of uniform gauge, and not more than five (5) feet in width. The tracks of said Indianapolis and Broad Ripple Rapid Transit Company, its successors and assigns shall be laid in the streets so that where double tracks are laid in any street or are contemplated to be laid in any street, the same shall be so laid that the center of such street shall be the center line between such double tracks, and where a single track is laid it shall be laid in the center of the street, or if laid to one side of center, then to be laid in the same position as where double tracks are contemplated to be laid, wheresoever and so far as it is practicable to lay them, and where a cut or fill is made in the street said company shall properly grade and gravel the street its entire width so that the tracks of said Company shall not be placed higher or; lower than the established grade of the street.
The cars or carriages shall be run upon and along the tracks of said Indianapolis and Broad Ripple Rapid Transit Company, its successors and assigns, in conformity to the following rules

First. Cars or carriages may be drawen at any rate of speed not to exceed twelve (12) miles per hour in the corporate limits of said town, excepting on that part of its line between the west entrance of Broad Ripple Park and the west line of Morgin Street (Morgan St. is now Guilford) the cars shall not run at a greater rate of speed than eight miles per hour.

Second. As soon as it becomes dark each car shall be provided with signal lights

Third. The cars of said company, its successors or assigns, shall be entitled to the track, and in all cases where in any team or vehicles shall meet or be overtaken by a car on any tracks of said company, its successors or assigns, such vehicles or team shall give way to said car, nor shall any person wilfully or maliciously obstruct hinder or interfear with any of the cars of said company to successors or assigns by placing, driving or stoping or causing to be placed or driven in a slow pace or stopped, any team, vehicle or other obstacle in upon, across or near any of the tracks of said company its successors or assigns after being notified by the ringing of the car bell or otherwise; and whosoever shall willfully violate any of the provisions of this section of this ordinance shall be upon conviction thereof, fined in any sum not less than five (5) dollers, nor more than twenty (20) dollers.

Fourth. The Indianapolis and Broad Ripple Rapid Transit Company it successors or assigns shall run the following number of cars each day from the first day of November, to the first day of May each year as follows; to wit, the first car shall leave the Town of Broad Ripple for the City of Indianapolis at 6.o.clock AM. The second at 8.o.clock A.M. The third at 10.o.clock AM. The fourth at 12 M. The fifth at 2 o.clock PM. The sixth at 4.o.clock PM. The seventh at 6.o.clock PM. The eighth at 8 o'clock PM. The ninth at 10 o'clock PM and shall run cars from the city of Indianapolis to the town of Broad Ripple leaving the said city of Indianapolis at 7 A.M. 9 A.M. 11 A.M. 1 PM 3 P.M. 5 P.M. 7 P.M. 9 P.M. and 11.30 PM. and from the first day of May to the first day of November each year shall run cars as follows to wit. From said Town of Broad Ripple to said city of Indianapolis the first car leaving said Town of Broad Ripple at 6 o'clock AM and each hour thereafter until 10 o'clock PM and shall leave Indianapolis commencing at 7 o'clock AM and run one car each hour thereafter until 10 o'clock PM Except the last car which shall not leave earlier than 11.30 PM and is often as the said Indianapolis and Broad Ripple Rapid Transit Company it successors or assigns may desire provided however that in case of a strike among the employees of the Indianapolis and Broad Ripple Rapid Transit Company or any other strike interfearing with the said company in operating its cars then the said Indianapolis and Broad Ripple Rapid Transit Company shall not be bound by this ordinance to run their cars until the strike is over or declared off.
